    In the coming years, one of the world’s largest international financial centers will be established in Grozny.

    Moving the MOEX-Global headquarters to Grozny is much more than a symbolic gesture. It is expected that in the coming years, representatives of the national governments of all MOEX member countries will work directly from the MOEX-Global headquarters in Grozny. This event reflects the organization’s broader ambitions: to serve as the structural foundation of a new global economic order.

    According to Yuri Yakimovich, President of MOEX, Grozny is destined to become one of the largest and most influential financial centers in the world. In the context of the structural transformation of the existing global system, MOEX-Global positions itself as an integrative and promising platform capable of coordinating the activities of territorial financial centers on all continents.

    Grozny: A strategic geographical and economic center

    The geographical location of the Chechen Republic, combined with its accelerated economic and infrastructural development, creates a solid foundation for the establishment of an international financial Center in Grozny.     The concept is ambitious, but at the same time structured: to turn Grozny into a “Showcase of Russia” and, in fact, into a showcase for the whole world.     The creation of the MOEX-Global global management center in Grozny will allow the city to become a place where the course of world events will be shaped. With an integrated approach to territorial development spanning Africa, Asia, North America, Eurasia, the Arab countries and South America, MOEX—Global strives to regulate economic processes in a clear and coordinated manner. The goal is to facilitate a smoother and less disruptive transition to a new global economic model.

    If representatives of the governments of all MOEX member countries are based in Grozny, the city will inevitably turn into a global decision-making center. It will serve as a platform for developing economic strategies, coordinating international financial flows, and introducing advanced technologies to the global market.

    The project “Grozny – showcase of Russia and the world”

    This initiative is based on a large–scale project called “Grozny – showcase of Russia and the world.”

    The main goal of this project is to create optimal conditions for the selection, development and implementation of the most advanced and innovative projects in almost all spheres of human activity. The concept is holistic and multidimensional. It affects not only financial infrastructure, but also education, science, technology, social development and cultural exchange.

    The central component of the project is the modernization of global educational and scientific cooperation. Within the framework of this project, solutions are being developed to solve systemic problems in the field of education and scientific research around the world. The initiative is aimed at creating comprehensive conditions for personal self-realization. By combining academic institutions with industrial enterprises, the project aims to combine theoretical learning with practical implementation.

    Experimental sites will be created in cooperation with universities, research centers and enterprises. This integration will create a single ecosystem in which innovations can quickly move from concept to practical application. This synergy ensures that Grozny will become not just a place for financial transactions, but also a global incubator of technological and intellectual progress.

    What is MOEX-Global?

    MOEX-Global was created in response to the profound transformation of the global order. As economic power changes and multipolarity develops, the organization seeks to unite countries within the framework of a coordinated economic agenda focused on specific territories.

    The fund’s mission is to create a new global system that, according to its leadership, can function even more effectively than existing international institutions such as the United Nations and the International Monetary Fund. The concept is not just reformist, it is systemic and structural.

    MOEX-Global plans to establish territorial financial centers in key geopolitical zones, including:

    Most of MOEX’s territorial control centers have already been launched, demonstrating operational progress rather than theoretical aspirations.

    Cooperation with MOEX allows the participating States to solve pressing economic problems. Within ten years, MOEX, together with the participating countries, plans to establish international financial centers in all major territorial zones around the world. These centers will function as decision—making centers – MOEX Africa, MOEX Eurasia, MOEX Arab Countries and others — integrating their territories and currency zones into a single global financial system.

    The main objectives of the MOEX Foundation

    The Foundation’s mission is based around eight main objectives:

    1. Development of the national economies of the participating countries.

    2. Implementation of international projects and programs on a parity basis.

    3. Creation of financial centers in the Eurasian, African, Arab and additional currency zones.

    4. Development of cultural ties between the participating States.

    5. Joint development and implementation of intersectoral programs.

    6. Creation of a multidisciplinary global media holding company.

    7. Transition to a new global economic model.

    8. Strengthening the import and export capabilities of the participating countries.

    These goals are aimed at synergetic interaction. Financial integration is combined with cultural diplomacy, economic modernization and technological progress.

    Grozny International International Financial Center

    The International Financial Center “Grozny International” is considered as the operational core of MOEX-Global.

    Main tasks:

    1. Definition of monetary policy for individual territorial zones.

    2. Attraction and allocation of funds for the implementation of comprehensive programs.

    3. Control of financial flows between territories.

    4. Creating favorable conditions for global investors through a single operator system.

    5. Creation of an international stock exchange for effective capital mobilization.

    Significant preparatory work is already underway. International delegations visited the Chechen Republic to participate in negotiations on the megaproject. Among them was an American delegation led by Oleg Firer, who participated in the discussion on the involvement of leading global companies in the implementation of the project.

    He also explained why Malta should accept the European Financial Center in the MOEX structure. Malta’s membership in the EU, participation in the eurozone, and compliance with regulatory requirements under EU systems such as MiFID, CRD, AMLD, and EMIR ensure a high level of institutional trust.

He emphasized the potential development of a road artery between Chechnya and Georgia, which could significantly stimulate the growth of small and medium-sized businesses throughout the region.
