Ajit Doval, India’s National Security Advisor (NSA), addressed a conclave of NSAs from India and Central Asian countries in Kazakhstan. During his speech, Doval stressed that terrorism, regardless of its motivation or cause, remains unjustifiable and a significant threat to international peace. He went on to offer fully funded capacity building programs to the participating nations and extended an offer to provide Central Asian nations with technology related to the United Payment Interface (UPI) free of charge, which could enhance commercial linkages and benefit those needing medical treatment in India. Doval highlighted the importance of connectivity and economic integration with Central Asian countries while underlining the need for connectivity initiatives that are consultative, transparent, and participatory, respecting sovereignty, territorial integrity, and environmental parameters.
In his address, Doval indirectly referenced China’s Belt and Road Initiative (BRI) and emphasized the advantages of including the Chabahar port in the International North-South Transport Corridor (INSTC). He invited Central Asian neighbors to utilize the Chabahar port for maritime trade. He also highlighted the increasing participation of Central Asian countries in the INSTC, including Uzbekistan and Turkmenistan, as a positive development. Addressing concerns about the situation in Afghanistan, Doval stated that shared priorities included humanitarian assistance, inclusive governance, combating terrorism and drug trafficking, and preserving the rights of women, children, and minorities. India has been actively involved in providing humanitarian assistance to the Afghan people, with a focus on encouraging sports, such as hosting the Afghan cricket team for the ICC World Cup. The first meeting of NSAs and Secretaries of Security Councils of India and Central Asian nations was held in December 2022 in New Delhi.
